H.R. 3590 opens up wilderness areas and national monuments to hunting and recreational shooting and bars EPA from regulating lead in ammunition and sportfishing equipment under the Toxic Substances Control Act. On November 20, 2013, the House passed H.Res. 420, the rule governing H.R. 1900 with a roll call vote of 225 -194.  Members reconvened on November 21, 2013, for one hour of general debate and a passage vote on H.R. 1900.  Ranking Member Henry A.
